I would like to clarify the situation regarding pwc (jetski) and also motor boat licenses here in Spain. it is Spanish right that any person who either drives from above must have a license to do so. This will result in either being seized by their pwc or boot, or a very heavy fine or both. I know that it is a common misunderstanding here, as they currently do not need a license for the above mentioned in Great Britain, but they will find in most other countries in the world that they need a license. as another point, if someone has an accident on a pwc or motorboat here in Spain that does not have a recognized license, their insurance will not pay damage or injuries to third party.
