The restaurant uses the same scoop for each ice cream flavor, dipping it into a communal water bucket that has gluten residue from their waffle cones. This cross-contaminates all the flavors, making the ice cream unsafe for consumption even if you skip the gluten-containing cone.
Although they provide gluten-free waffle cones, these are made on a waffle press that is shared with gluten cones. Therefore, in my opinion, it is not safe for those with celiac disease.
