Food was excellent, hubbie had battered cod and chips, cod was so big it filled the plate, chips came in a seperate bowl. I had chilli con carne, which was lovely but far too large for me. I asked waitress about the child's menu, I explained that I had had my stomach removed due to cancer and couldn't eat a full adult meal. She said owners would not let any adult have a child's meal , that they would rather throw the remaining food away. There were a lot of older customers who had left a good portion of their lunch because of the size.
I highly recommend Windsor Tea Rooms in Penarth. The staff is very welcoming and friendly. The outdoor seating is dog-friendly, and the food has a lovely traditional home-style feel. My family and I like to stop by Windsor Tea Rooms often after our weekend shopping in Penarth.
A lovely, local café at the far end of the Windsor Arcade, Penarth. Simple but good food, well priced with good quality service.
The food at this restaurant is incredibly tasty! The staff members are friendly and the ambiance of the café is very welcoming.

My go-to place for breakfast. Good sized plate with tea or coffee included. Staff always cheerful. Very reasonable price.
I just had two steaks and two glasses of wine for lunch, and it came to a total of £81. Wow!
